The cards in this 726-card set measure 2 1/2" by 3 1/2". As in previous years, this set was released in many different ways, some of them include 14-card wax packs and 39-card rack packs. The 1978 Topps set experienced an increase in the number of cards from the previous five regular issue sets of 660. Card numbers 1 through 7 feature Record Breakers (RB) of the 1977 season. Other subsets within this set include League Leaders (201-208), Post-season cards (411-413), and Rookie Prospects (701-711).

This set consists of 792 standard-size cards. Cards were primarily issued in 17-card wax packs, 50-card rack packs and factory sets. Card fronts feature wood grain borders encasing a color photo (reminiscent of Topps classic 1962 baseball set). Subsets include Record Breakers (1-7), Turn Back The Clock (311-315), All-Star selections (595-616), and Team Leaders (scattered throughout the set). The manager cards contain a team checklist on back.
